Sir,

Referring to your Despatch No. 32 of the 21st January last, I have the honour to inform you that Messrs. A. J. Holdaway and W. J. Wade have arrived in this Colony to take up their appointment as Constables in the Hongkong Water Police Force.

2. Of these two men, Mr. Holdaway had been to sea before he joined the London Fire Brigade, from which he joined the Thames Water Police. Mr. Holdaway was not, however, passed by the Acting Principal Civil Medical Officer as fit for Police Duty under the requirements of the Ordinance. I enclose a copy of correspondence between Dr. Bell and the Captain Superintendent of Police on this subject.

3. In view of the modified Certificate now granted, the Captain Superintendent of Police has sworn in Mr. Holdaway and will use his services in the Water Police, for which duty he may be qualified by his experience before the mast.

4. Mr. Wade was by trade a Stoker on a Locomotive Engine and also joined the London Fire Brigade and subsequently the Water Police who do duty in row boats. He is, however, useless for the Water Police of this Colony and will have to be employed on land duty.
